Neighbors Concerned about Elderly Man’s Safety
an update to a story we brought you earlier this month. the u-s postal inspection service says they looked into a case of stolen mail in a mcallen neighborhood. the neighbors know who is behind all the missing mail. they say it's an elderly man who lives nearby. the neighbors and the postal inspectors agree --- the man is not stealing maliciously... they believe he's not in the right state of mind. that's why postal inspectors say their hands are tied. residents in that neighborhood are now more concerned for the man -- than they are about their own mail. they believe he needs help... and they're having trouble getting it for him. our leslie aguilar spoke with neighbors today. they told her the man lives alone and often wanders around the neighborhood confused. mailboxes in this mcallen neighborhood are still being emptied... he got into at least four mailboxes today that we know of. taking the mail of course is not a pleasant thing for us to experience, but that's not the important thing. we're terrified that we live too close to major roads that he could get into the road and get run over... stephanie contreras says the man stealing the mail... isn't doing so maliciously. when confronted... he's usually confused. there are at least five different families in the neighborhood who have been attempting to get help for this gentleman. we know that he probably has dementia or alzheimers neighbors worry about the man... not only because he wanders the streets... they say his home isn't kept clean inside. there was dog excrament. the house smelled very very bad. they fear he can't take care of himself. he is very very thin. we feel he is not eating on a regular basis. contreras says she and other neighbors have called mcallen police and adult protective services to try and get him help. we made phone calls of our own... a-p-s couldn't confirm if they have a case open on this man due to privacy laws. they say neighbors were correct to report thier suspicions though... when a report is recieved, an aps worker is going to go into the field. they're going to assess the client, make a determination to see if abuse neglect or explotation is going on... last year alone... a- p-s completed 2.408 investigations into potential abuse, neglect or exploitation of disabled or elderly people in hidalgo county alone. in the south texas region... 1,020 cases of medical neglect were reported... medical neglect would be a need to medical treatment that is being unmet... that's what contreras believes is going on with her neighbor... he's not safe where he is right now. she hopes he gets the help he needs... not only for her mail's sake... but for his own safety. leslie aguilar. channel five news at 10-30. a-p-s says they can take several different actions if they find a person needs help... anything from simply re- connecting them to family... to putting them in touch with local non-profits or the doctors they need. again... a-p-s could not discuss this specific case with us... due to privacy reasons. tonight.

“When a report is received, an APS worker is going to go into the field,” said John Lennan from the Texas Department of Family and Protective Services. “They're going to assess the client, make a determination to see if abuse, neglect or exploitation is going on.”
Last year, APS completed 2,408 investigations into potential abuse, neglect or exploitation of disabled or elderly people in Hidalgo County. In the South Texas Region, 1,020 cases of medical neglect were reported.
Contreras said she believes her neighbor’s medical treatment is being unmet. She said she hopes he gets the help he needs, not only for her mail’s sake, but for his own safety.
APS said they can take different actions if they find a person who needs help. They can reconnect the person to their family or put them in touch with local non-profits or doctors they need.
