LAS VEGAS - On a recent drive through the Las Vegas valley, I noticed that hundreds of Jared E. Shafer's Signs of Nevada c/o PFSN, Inc. judge signs have just been removed from vacant lots two weeks ahead of the election.

I have long believed that Shafer's judge signs were his Achilles' heel, and his secret method of allegedly bribing local judges to issue rulings in his favor, rulings that removed the civil rights of his wealthy court appointed "wards," and reportedly allowed him to gain power of attorney over their finances and assets.

At a time when outdoor advertising companies are flooding our valley with political billboards, Shafer's judge signs are disappearing. Why? Is he going out of business and leaving town in the middle of a state and federal investigation into his and his protege's financial dealings?

April Parks, one of Shafer's proteges, skipped town last summer with the fortunes of several of her Clark County Family Court appointed wards. Patience Bristol, Shafer's PFSN assistant, is currently serving a 5 - 8 year prison sentence for elder exploitation.

Clark County District Attorney Steve Wolfson and Nevada Attorney General Adam Laxalt have told several of Shafer and Parks' victims, and me, that "indictments are expected by November 1."

Is Jared Shafer also planning on leaving town in the near future, hence the dismantling of his sign business in the middle of an election?

Today, I sent inquiries to owners of vacant lots that were previously used by Shafer to advertise the Clark County Family Court and District Court judges he favors, and am awaiting their response. I ask property owners if they have recently become aware of Shafer and his judge's alleged exploitation of wealthy court appointed elderly and disabled "wards," and if they demanded he immediately remove his signs from their vacant land so they would not be inadvertently aiding and abetting him and his judge's alleged crimes?

The guardian of the estate is entitled to retain possession of the ward's property already in the control of the guardian and is authorized to perform the duties of the guardian to wind up the affairs of the guardianship;

Clark County Family Court Guardianship Commissioner Jon Norheim who works under the supervision of Judge Charles Hoskin is allowing this violation of Nevada law to occur.

Leann is the niece of former Clark County Sheriff Ralph Lamb, and the daughter of the late William Peccole, developer of Peccole Ranch in Las Vegas. Leann has two sons, Gavin and Camden who run the family business, Peccole Nevada Corp., and believe Shafer is an "attorney" looking out for their late mother's best financial interest.

Jared Shafer is not an attorney. and I suggest that the Goorgian brothers terminate his "guardianship" immediately, and use whatever remains of her looted estate to set up a UNLV scholarship in her honor. - SM

LAS VEGAS - On September 23, 2010, WW 2 hero Guadalupe Olvera, then 91, ordered his daughter Becky and son-in-law, Bob Schultz, to rescue him from the quasi-legal guardianship of Las Vegas for-hire "guardian" Jared E. Shafer of Professional Fiduciary Services of Nevada, Inc.  (PFSN).


Lured by promises made in glossy brochures sent to them by Del Webb Corporation, Guadalupe and his late wife, Carmela, moved to Sun City Anthem several years before her death, leaving family and friends behind in California.

Several years passed, and Carmela died. Days after Carmela's passing, it was discovered that the Olveras were wealthy. Appointed Clark County Guardianship Commissioner Jon Norheim was notified, and Guadalupe was immediately made a ward of the court and assigned PFSN guardians Jared Shafer and Patience Bristol (Bristol is now in Nevada State Prison for elder exploitation.) His family, who lived out of state, were told the guardianship would be temporary, and last just long enough to settle Carmela's financial affairs. Years passed, and the guardianship continued - draining Mr. Olvera's trust to pay for excessive PFSN fees at up to $425.00 per hour for Jared Shafer's guardian "services."

Pleading in open court to be allowed to move back to Santa Cruz, California to spend his final years with his loving family, Commissioner Norheim complied with only the wishes of Shafer who had by then converted over $300,000.00 of Olvera's savings for his own use. Olvera was denied his plea to move back with his family after Shafer referred to Olvera's daughter and son-in-law as "unfit," and "exploiters."

Olvera went into action, and within days of his move from Nevada, Clark County Family Court Judge Charles Hoskin - who appointed Norheim - issued a warrant for Becky Schultz' arrest. 

Then, using funds he withdrew from Olvera's Las Vegas Wells Fargo Bank Trust account without Olvera's consent, Jared Shafer paid his over priced attorneys in Las Vegas to fight to have Olvera returned against his will to Nevada to be placed into a rest home of Shafer's choice. 

Olvera went to court in California, and a Superior Court Judge there ruled that he was competent to handle his own affairs, and removed Shafer as his guardian. With Shafer ousted and his civil rights fully restored, Mr. Olvera lives happily and healthfully for over four years in the home of his only living child, Becky, while enjoying his granddaughter and great granddaughter and yearly honors bestowed on him by chapters of the Santa Cruz County VFW and other veterans groups as Santa Cruz County's oldest living veteran.

Like an old soldier who won't go down without a fight, Olvera has also filed a federal law suit against Shafer to try to recover his converted assets.

Had Guadalupe Olvera not been liberated from Shafer's exploitation, he would most likely have lost his half million dollar home in Sun City Anthem, what was left of his savings, and his life expectancy would probably have been less than six months while confined to a substandard rest home hundreds of miles away from his family and friends. 

At the next Nevada Legislature, a bill will be presented to limit the unfettered power of court appointed guardians over the persons and fortunes of wealthy retirees who have the misfortune of losing a spouse while living in Southern Nevada away from family members. The law will allow relatives who live outside Nevada to, for the first time, become the guardians and fiduciaries for their loved ones living in our state. 

Up until "Shafer's Law" is repealed, no one living outside Nevada can manage the assets of a parent or relative who is deemed a ward of the court after the loss of a spouse, opening the way for unscrupulous private guardians and guardianship commissioners to bilk the senior's fortune while out of state relatives helplessly watch this occur under color of Nevada law.

This was the second time Commissioner Norheim appointed guardianship to a person who would later be charged with Exploiting Old/Vulnerable Persons. Jon Norheim was appointed to his position by District Court Presiding Judge Charles Hoskin who oversees his court. In November 2009,  Commissioner Norheim awarded Jared E. Shafer's private fiduciary firm full guardianship of the person and million dollar estate of then-90 year old Guadalupe Olvera.  Guardian Patience Bristol was employed by Shafer's Professional Fiduciary Services of Nevada, Inc. (PFSN, Inc.) and was charged with looking after Mr. Olvera. Shafer and Bristol enjoyed full power of attorney over Mr. Olvera's estate until a California Superior Court Judge put an end to their exploitation. On May 26, 2014, Patience Bristol was convicted of exploiting the elderly, and is currently serving 3 - 8 years in the Nevada State Penitentiary. Jared Shafer has not yet been charged with a crime. Appointing Bristol and Natko guardians are just two examples of the many bad decisions Commissioner Norheim made under the supervision of Judge Hoskin, decisions that resulted in the exploitation of millions of dollars from senior citizens and disabled persons living in Clark County, Nevada. In regard to the Delford Mencarelli case currently on Norheim's court docket, Mencarelli's son in law Richard Black on October 14, 2014 wrote a letter to Norheim's boss Judge Hoskin requesting that he conduct an investigation of alleged wrongdoing in Norheim's court. Commissioner Norheim has demonstrated an extreme bias to keep high net worth elderly singles in need of a guardian in the state of Nevada and under the care of the private guardians he chooses. Below is a list of guardianship cases I have investigated where Commissioner Norheim permanently denied capable family members guardianship, and awarded private guardians.  I have documented over $5.5 Million of wasted assets of 7 of the families listed below in just the last 5 years with no additional services provided to the ward due to Commissioner Norheim's decisions to assign private guardians." Such an ex parte communication would usually not receive an answer because most are considered improper contact with a court, but Black's inquiry obviously hit a nerve with Hoskin, and he sent this response in the middle of an ongoing case involving Black:

 Quotes from Judge Hoskin's Investigation: The defensive tone of Judge Hoskin's reply and the words "replete with factual inaccuracies" inspired INSIDE VEGAS to take a closer look at his findings. "Mr. Black asserted that Ms. Natko stole from the word, but evidence to make that finding was not presented." The felony charges against Ms. Natko completely contradict Judge Hoskin's findings. "No further action.. has been initiated to recoup any stolen funds." The whereabouts of the over $500,000.00 missing from Christina Berger's account was questioned on May 22, 2013 in Norheim's court.  This court video showing Patience Bristol's employer Jared E. Shafer's reaction to the questions should have grabbed Judge Hoskin's immediate attention, but Hoskin and Norheim chose to ignore all available evidence of organized exploitation of Berger's assets:

.Attorney Elyse Tyrell (left) is an associate of Jared Shafer (right). They are involved in a political sign business that's run out of Shafer's PFSN office. There may be a reason behind the duo's interest in outdoor advertising, and she may not have been in the Court by accident the day of Jason Hanson's hearing. While she looked the other way, or just didn't care, the 24 year old cerebral palsy victim lost his house and inheritance when they were converted with Family Court approval into Jared Shafer's use. Based on Norheim and Hoskin's lack of oversight, no one knows how much money Shafer, et. al. converted from Jason's late-father's estate because no financial reports were required by the Court. Here is the response by Charles Pascal, Ms. Dudeck's son in law:  "Investigations usually consist of contacting parties from both sides before arriving at a conclusion regarding the surrounding facts.  After reading the letter to Mr. Rick Black written by Judge Charles Hoskin, I seriously doubt any investigation on the part of Judge Hoskin actually took place. Did Judge Hoskin contact attorneys who represented the families involved in the disputed guardian cases?  (No)!  Did someone working on judge Hoskin’s staff contact the family members to obtain their side of the story? (No)! Did Judge Hoskin read the briefs submitted by attorneys representing both sides?  (No)! It appears Judge Hoskin decided to follow the verbiage supplied to him by the attorneys who only represented the guardian side of the story. Marcy DuDeck was never kept in a van. The Pascal’s have never owned, rented or leased any type of van.  When Marcy arrived in California, she spent her first night in a hotel with her daughter Heidi.  The reason for the hotel stay on the first evening in California was because she arrived too late to be admitted at Sunrise Senior Assisted living in Playa Vista.  Mrs. DuDeck’s admission occurred the next morning. When Heidi brought Marcy to California, no court order had been issued to stop her from leaving Nevada.  Documentation of this case in 2006 verifies this fact.  While under Shafer's guardianship, Marcy asked to be removed from her residence at Chancellor Gardens in Las Vegas after it was found to have 108 Nevada State Board of Health violations.   Marcy had no toilet paper, hadn't been bathed, and her weight was 114 pounds.  Norheim refused to take any action, stating the fact that Heidi was an out of state resident and this would legally preclude her from having any input regarding the living conditions of her mother. All of these events failed to appear in Judge Hoskin’s report to Mr. Black regarding our case.  The Hoskin investigation is a Matrix version of history complete with a virtual white wash of all unpleasant facts. The person who kidnapped Marcy DuDeck against her will was Lance DuDeck, Marcy’s son.  Mrs. DuDeck was removed against an existing Nevada court order, which stated she was to remain at Sunrise for the rest of her life. This outcome was documented in the evidentiary hearing held on May 1, 2007.  Lance DuDeck received no penalty for violating a Nevada court order.  Lance DuDeck received the bulk of Marcy's estate.   Marcy was in excellent medical health before she was kidnapped.  A medical report from Dr. David Weiss will confirm the fact she weighed 134 pounds before being kidnapped from California.  At the time of her death after being transported to Nevada, Marcy’s weight was 122 pounds. The medical report listed the cause of her death as dehydration. In California, Marcy was encouraged to drink water.  In Nevada no one was available to encourage her. Marcy was frail, but this condition occurred in Nevada under Shafer's guardianship, and not in California. Numerous calls from the IRS were made to Heidi Pascal to determine why taxes hadn't been paid on Marcy’s estate, which prompted Heidi to challenge Nevada Family Court's appointment of Jared Shafer.  Mr. Shafer’s refusal to answer our questions regarding the IRS tax issues only added additional fuel to the case. We have a check in the amount of $20,000, made out to Jared Shafer, which was signed by Marcy DuDeck one year after she was declared to be not competent by Nevada's Elder Protective Services.  This check was cashed by Jared Shafer and treated by the courts and banks as if Marcy actually signed this check.

The courts ignored the fact Marcy was removed from her home because Lance DuDeck tested positive for meth.  The test for meth was documented in our case. The Nevada courts continued to treat Heidi as an outsider.  Heidi was forced to close the case without any accounting by Jared Shafer Judge Hoskin is either living on another planet or is badly misinformed."
The exploitation of WW2 hero Guadalupe Olvera (left) has been widely reported. Evidently, Judge Hoskin has never reviewed media coverage of Olvera's fight to return to his family in California; or to recover over $420,000.00 bled from his trust account while he was a "ward" of PFSB, Inc.. Mr. Olvera, now 95, is presently living a happy and healthy life with his family in Santa Cruz, County, and is busy pursuing a Federal Racketeering lawsuit against Jared Shafer and his crew.  Here is his daughter Rebecca Schultz' response to Judge Hoskin's investigation: “As victims, we are astounded by the inaccuracies and fabrication put forth in Mr. Hoskin’s letter to Mr. Black, which adds insult to injury.  Mr. Hoskin has NEVER spoken to my father or me and has only been told one side of the story, which came from the persons who violated my father's rights and financially exploited him. Here are just a few inaccuracies stated by Mr. Hoskin: 1)     The 1st exploiter of my father was not a caregiver but the receptionist at Sun City Anthem's Community Center, Cathy Elliott. Little did we know when Shafer and Tyrell removed her that dad was going into the hands of a superior exploiter! Mr. Shafer DID NOT seek prosecution of Ms. Elliott as I was told, even though the police assisted in her removal from my father's home. Exhibit 1. 2)     I DID NOT hire Mr. Shafer as a permanent guardian. Mr. Shafer sent me to attorney Elyse Tyrell, assuring me she would “help”. I paid her $3700 only to have her later tell me, “I work for Jared.” She said the guardianship would be “temporary”. Exhibit 2. 3)     Hoskin approved of Norheim allowing Shafer to violate NRS Chapter 160 Veterans Guardianship Uniform Act, which states if a guardian has more than one veteran as a ward, he may not have more than a total of 5 wards. We have the videos from these hearings as well as ward lists.  Exhibit 3 and Exhibit 4. 4)     My father was not “abducted”. He left of his own volition, having asked my husband and I to bring him back to CA. There was no court order limiting his travel out of the area. He told the court he was going to CA. My father was fully cognizant of his situation. The hearing of 9-8-10 demonstrates Norheim's reluctance to allow my father to speak at his own hearing! Exhibits 5 and 6. 5)     My father did not have “dementia” nor was he suffering from “loss of memory and cognitive functioning” as Mr. Hoskin stated—so he thinks he's a medical professional now? Dr. Sherk evaluated my father in 2007 and found he had “the capacity to amend or change and amend his trust and/or will” and, in her opinion “he does not require a guardianship”. Once back in CA, dad was again deemed competent by Stephen Aaron, M.D., Stanley G. Einhorn, Ph.D. and the VA, contrary to what Norheim's court kept stating in order to prevent my father from expressing his wishes and attending court. Mr. Shafer and Norheim elected to IGNORE Sherk’s report and REFUSED to acknowledge CA reports. Exhibit 7 and Exhibit 8 6)     My father NEVER lived in Boulder City nor has he ever lived in a VA facility. During his time in NV under Shafer’s guardianship, my father lived the entire time in his home in Henderson with caregivers from Shafer’s Keep You Company service. 7)     Dr. Sherk is a M.D. with a J.D. in law but she is NOT licensed to practice law, therefore she is not an “attorney” as stated by Mr. Hoskin.  This can be verified by a search of her name at the NV State Bar: http://www.nvbar.org/find-a-lawyer 8)     Shafer DID NOT cooperate with terminating the guardianship in NV after we created a conservatorship as per his demand in CA. It took numerous requests from our attorney and fiduciary to have the guardianship dissolved and Wells Fargo refused to give up control over the Trust until our attorney sent a demand letter to their legal department. All parties in NV fought tooth and nail to hang on to dad's estate, even though he had been living in CA well over 2 years. Shafer kept saying he was the “guardian” yet he provided NO services or money to my father at all; in fact he didn't even call one time to ask how he was doing. For Shafer, it was all about keeping dad's money and home, and Norheim and Hoskin backed Shafer 100%." Shafer signals his displeasure to Family Court Judge Jon Norheim who refused to permit senior to leave LV. Family followed patriarch's orders and moved him to Santa Cruz County while funds were bled from his account in Nevada to pay Shafer's lawyers to fight for his return. Three years before Leann died on February 24, 2008 leaving a multi-million dollar fortune, she was placed into the guardianship of Jared E. Shafer. That was in 2005 when she was deemed a "vulnerable person." Since her death, Judge Hoskin has not required Shafer to relinquish guardianship over her estate, and Shafer continues draining it of hundreds of thousands of dollars each year. A total of $432,043.00 was converted from Leann's account after her death and paid to Shafer in "fees" starting with his first self-payment of $294,543.00 on August 4, 2009, eighteen months after Leann passed away, and ending with two payments of $12,500.00 each, one on March 28, 2013, and another on April 19, 2013, again for "fees." This does not include tens of thousands of dollars Shafer paid over the five year period to his personal attorneys, accountants, business partners, and other cronies for their "services" to the deceased woman. Evidently, Judge Hoskin does not find this to be unusual. You be the judge as to who is "replete with factual inaccuracies." Following years of elder exploitation under color of law, THE VEGAS VOICE, a local weekly newspaper has spotlighted the Achilles heel that allows so many such cases to fall through the cracks each year. The newspaper has identified the Nevada law that prohibits relatives who live outside Nevada from becoming guardians of their loved ones residing in Nevada, and enlisted the help of the Nevada Legislature to abolish NRS 159.059 at this winter's legislative session.  The present law per 159.037 1 states:  "The venue for the appointment of a guardian when the ward's home state is this State must be (a) The the county where the proposed ward resides." This arbitrary law prohibits family members living outside Nevada from caring for the personal and financial needs of their loved one - a terrible law designed to enrich Nevada private guardians and deny the human rights of well to do elderly or disabled persons. (Poor people are not provided court appointed guardians.)

Keep in mind that Shafer and Tyrell may be owed favors from legislators they helped get elected with their billboards, so PLEASE SIGN THE PETITION no matter where you live. July 28, 2014 LAS VEGAS - Had the family of WW2 hero Guadalupe Olvera followed Nevada law, their patriarch would not have been allowed to celebrate his 92nd, 93rd, 94th, and 95th birthdays with family and friends at his home in Santa Cruz County, California. He would have been confined to a rest home in Las Vegas after the death of his wife, and would probably have died by now of loneliness and neglect under the "guardianship" of Jared E. Shafer and his protégé Patience Bristol. (Video taken at Mr. Olvera's 95th birthday party.) After the death of his wife Carmela, instead of staying confined in Las Vegas where he had no friends or relatives, Mr. Olvera asked his family in 2010 to move him back to California - against court orders - to spend the rest of his life with his only child Rebecca Schultz, her husband Bob, their daughter, and grandchildren. Since Olvera's rescue, one of his former court appointed guardians, Patience Bristol, was sentenced to 5 - 8 years in Nevada State Prison for exploiting the elderly while she was employed by Jared Shafer, who has not yet been charged with a crime. Amazingly, Mr. Olvera's Las Vegas confinement and the bleeding of his assets were completely sanctioned by an unjust Nevada law inspired by Shafer, and under the orders of one of Shafer's cronies Clark County Family Court Guardianship Commissioner Jon Norheim. Though Olvera was no longer receiving guardianship services from Shafer or Bristol, the court-approved financial bleeding from his bank accounts and other income continued for three and a half years after Olvera's move to California, a state where Shafer and Norheim have no jurisdiction. Shafer's Law In May 1991, Shafer was the elected Clark County Public Guardian. He and his attorney Patricia Trent, went to the Nevada Supreme Court that year and requested a redraft of portions of the Nevada Revised Statutes relating to eligibility for public guardianship based on what they called "perceived weaknesses in existing standards and statutes." Unbeknownst to the Supreme Court Justices, their compliance with Shafer and Trent's request would result in the draconian future ability for "private guardians" with the injudicious approval of the Clark County Family Court to take power of attorney over all personal and financial rights of hundreds of wealthy local senior citizens and disabled persons. Nineteen years later, Guadalupe Olvera's family rescued him from one of the most exploitive guardianships I have ever reported. Since his liberation in 2010, "Lupe" has lived a happy and healthy life with his family in Coastal California, though by helping him come home, his daughter has had to hire lawyers in California and Nevada to defend herself against expensive SLAPP suits brought by Shafer and his crew. Up until the time of Mr. Olvera's rescue, no one has successfully removed a ward from a Shafer guardianship without Shafer and his Family Court judge's approval, hence the retaliatory SLAPP suits. The litigation against Olvera's daughter was mostly funded from money Shafer bled from her father's family trust during the years he had complete power of attorney over Lupe's person, annuities, two carpenter's pensions, Social Security, Veteran's benefits, and bank accounts, an amount estimated to exceed $420,000.00 was taken before a California Superior Court Judge put an end to Shafer and his highly paid attorney's exploitation. According to Shafer's Law: "Eligibility for public guardianship is based on: 1. county residence, 2. incompetence, 3. need, 4. the lack of suitable family or friend willing and able to provide the service." Number 4 of Shafer's Law is the Catch-22 that has allowed Shafer, et. al. to bleed the fortunes of so many Clark County residents since his 2003 retirement from elected office and the opening of his private guardian service. Because of Shafer's Law, no one living outside Nevada can be the guardian or fiduciary of a person deemed to be incompetent or physically disabled by a local Family Court judge.  Per Shafer's law, an out of state relative cannot even be the fiduciary of a ward's assets or bank accounts, even though the ward's personal physical needs are being cared for by a locally licensed guardian. Per Nevada law, every aspect of a ward's life and fortune will be under the control of a non-relative as long as the ward stays put in Nevada, and as long as no relative moves here to attempt to usurp Shafer or one of his associates at one of their highly controlled Vegas Family Court hearings. The Nevada guardianship law is custom designed to allow private guardian services such as Shafer's PFSN, Inc. (Professional Fiduciary Service of Nevada) to bleed the inheritances of out of state heirs of Nevada seniors. Even in the event an out of state relative tries to establish Nevada residency to care for a loved one under Shafer's guardianship, Shafer invariably tells the court that the person is "unfit" or an "exploiter," and certain judges invariably agree. (Poor people are never put under court ordered private guardianship. They have too little to steal.) Other than limiting the suitability of family and friends to be guardians, Shafer's Law also stipulates: "2. The guardian should provide competent management of the ward's property, income and disbursements consistent with statutory guidelines. 3. The guardian should implement prudent accounting procedures and exercise diligence and intelligence in avoiding conflicts of interest. 4. The guardian should insure that all goods and services purchased for the ward are delivered and rendered. 5. The guardian should comply with all requirements of the court including, but not limited to, filing an inventory, reports, and annual accountings." Number 5 is the second Catch-22. It gives Family Court judges complete control over all other aspects of private guardianship including disbursements of a ward's funds, accounting procedures, filing of inventory, reports, and annual accountings. In numbers of cases involving PFSN, Shafer has been challenged for not being accountable, but has succeeded in quashing the challenges by citing that he has a judge's approval of his sloppy or non-existent accounting practices. In Guadalupe Olvera's case, he suffers from major hearing loss and can barely walk without the assistance of a walker which resulted in him being rendered incompetent by Judge Norheim. This opened the door to Olvera's initial exploitation, until a Superior Court Judge in California reversed Norheim's ruling on Olvera's competency based on the opinions of doctors with no ties to Shafer. I believe the reason so many Clark County Family Court judges never challenge Shafer is that he and his attorneys Patricia Trent and Elyse Tyrell are the owners of Signs of Nevada, a company that donates or rents portable A-frame political signs to candidates running for Family and District Court judgeships.  Few candidates for local judicial office have been elected without using these signs. Rebecca Schultz told INSIDE VEGAS that she remembers her mother's excitement after being contacted by Sun City and asked to do an interview with the Review Journal. The chain of events leading to the Olvera's exploitation began when Mr. and Mrs. Olvera received a brochure in the mail enticing them to relocate to Southern Nevada and purchase an expensive Sun City retirement home in one of two golf course communities overlooking the Las Vegas Strip. The first thing the Olveras were asked to do after moving into their new home was attend a Wealth Management seminar in their community's club house. There they were introduced to "asset protection" attorney John Dawson of Lionel Sawyer & Collins, one of Nevada most prestigious law firms.  According to Mr. Olvera, John Dawson soon learned the extent of his and his wife's wealth, if they had relatives living in Nevada, and whether the couple had an up to date will or living trust. That's when the nightmare began. ..

After the trust was put in place, Wells Fargo never questioned Shafer's billings or duplicate payments despite an email sent to Rebecca Schultz from trust officer Eve Mills stating she was there to insure no duplicate payments would be made. Immediately following the death of Carmela Olvera, Jared Shafer and Patience Bristol were appointed by Judge Norheim to care for Lupe. Soon thereafter, Shafer began charging Olvera's trust account a minimum of $422 per hour for his guardianship services with the approval of Wells Fargo Bank officials Eve Mills and Susan Bull. Nevada gambling is highly regulated and used as a model by other states and nations. Unfortunately, because of Nevada's lax guardianship laws that are essentially nothing more than a license to steal, Nevada should never be a model for the retirement industry. Meanwhile, John Dawson and Jared Shafer are allowed to continue their activities with the tacit approval of the Clark County Family Court. LAS VEGAS - On April 10, 2014, private “guardians” Jared Shafer, his former employee Patience Bristol, Shafer’s business Professional Fiduciary Services of Nevada (PFSN Inc.), PFSN office manager Amy Deittrick, Deittrick’s AVID BUSINESS SERVICES, their attorneys Mark Solomon, Dana Dwiggins, Alan Freer, and Robert Simpson, and CPAs Bruce Gamett and Shawn King filed a civil libel lawsuit against Charles Pascal who has been blind since birth.

Plaintiff Patience Bristol is now serving 3 - 8 years in Nevada State Prison for ripping off Shafer’s elderly wards.  Plaintiffs Gamett, King and Shafer in 2009 were Defendants accused by the U.S. Securities and Exchange Commission of participating in a “Ponzi Scheme” that “fraudulently offered and sold approximately $180 million in unregistered notes to more than 800 investors, many of whom were senior citizens.” After being named as Defendants, Shafer, Gamet, and King agreed to return a portion of their commissions in order to escape prosecution.
Shafer, PFSN Inc., Bristol, Deittrick, and AVID BUSINESS SERVICES, are defendants in another civil lawsuit filed on May 1, 2014, by one of PFSN’s former wards who claims she was robbed of over $450,000.00 while she was under PFSN’s control.
Despite Shafer, Bristol, Gamett, and King’s own brushes with the law, they proclaim that their professional reputations have been damaged by Pascal and others who allegedly wrote derogatory Internet articles about them and their involvement in court appointed Nevada guardianships.
(INSIDE VEGAS is aware of the names of four individuals, not including Pascal, who admit to authoring critical RipOff Reports about Jared Shafer, Patience Bristol, and Clark County Guardianship Commissioner Jon Norheim. The identity of these individuals is protected under the Nevada Reporter’s Shield Law.)

So far, Clark County District Attorney Steve Wolfson and Nevada Attorney General Catherine-Cortez Masto have failed to investigate any citizen complaints concerning ongoing abuse of elderly and vulnerable clients of PFSN Inc. and  Jared Shafer. Then after police conducted an exhaustive investigation and presented Wolfson with 21 valid charges, the DA draconically discounted their efforts. But because most of the crimes involve civil rights violations, this serious case is expected to supercede local politics and draw the attention of federal law enforcement officials in the near future.

LAS VEGAS - Clark County District Court Judge Elizabeth Gonzalez this morning sentenced PFSN Inc. “guardian” Patience Bristol to three to eight years in Nevada State Prison for stealing from elderly or vulnerable clients assigned to her by PFSN’s owner Jared E. Shafer.
During the one hour hearing, four victims spoke, often mentioning her employer Shafer and his firm in their emotional pleas for a maximum sentence.
Originally, Las Vegas Metro Police charged Bristol with twenty one counts of exploiting the elderly and vulnerable, but attorneys for Bristol were successful in negotiating a plea bargain with Clark County District Attorney Steve Wolfson to drop twenty of the counts.
Dr. Ron Dutton told the court that Bristol stole assets from his brother Jean Dutton that were intended to pay for his living in a group home, but he is now forced to be on welfare at taxpayer’s expense. 
Dutton tearfully stated; “I thought she was going to be my brother’s guardian angel.” He then described Bristol’s Mercedes Benz paid for from money she stole, and asked the court to render a maximum sentence.
Victim and ward Kristina Berger told the court that Bristol told her “I will always love you and be with you. You will never have to worry.”
Later when Berger discovered that Bristol had stolen over $400,000 of her assets, Berger said Bristol threatened her, and said “No one will ever believe you. I’m the only one you can trust.”
Then Berger told the court “She threatened me,” and that she feared for her life. “They are going to kill me if I don’t get better.” “They took everything I had.” Berger also asked for the maximum sentence.
Judge Gonzalez stated that “The DA requested a less than maximum sentence.” No explanation was given as to why DA Wolfson made the request.
Judge Gonzalez also ordered Bristol to pay $160,480.00 in restitution.
Charges have yet to be filed against Jared Shafer.
