Japan, Russia discuss historical, legal aspects of territorial row

Japan and Russia held talks Friday in Tokyo on "historical and legal" aspects of a dispute over four Russian-held, Japanese-claimed islands off Hokkaido, laying the groundwork for a meeting between Prime Minister Shinzo Abe and Russian President Vladimir Putin slated for Feb. 8 in Sochi, Russia.

Speaking to journalists after the meeting with his Russian counterpart Igor Morgulov, Deputy Foreign Minister Shinsuke Sugiyama declined to refer to its substance, saying that disclosing the content, even its nuance, "would only work negatively to negotiations."

"We had extremely candid and serious discussions on broad issues including historical and legal aspects" of the territorial issue, Sugiyama said.
