State Takes Custody Of Joseph's Brother

Chicago — A judge on Monday ordered that the brother of Joseph Wallace, the 3-year-old who was allegedly hanged by his mentally ill mother, be removed from the home of his foster parents.
Joshua Wallace, now 3 years old himself, will be returned to the custody of the Illinois Department of Children and Family Services, Cook County Associate Judge Lynne Kawamoto ruled during a hearing.
Kawamoto said testimony by the foster parents of Joshua, Erma and Phillip Lee, was "inconsistent and lacking credibility." In making the decision Kawamoto said, "circumstances have changed, and placing the child into DCFS' hands is warranted."
Joseph had been reunited with his mother, Amanda Wallace, in 1990 after a judge ordered DCFS to return her two sons to her.
Joseph was found hanged in April 1992 in the family's apartment in the 5100 block of West North Avenue after Amanda Wallace called police. She has been found mentally unfit to stand trial for Joseph's death.
